CPS HR Consulting has consistently maintained an active posture in support of fair employment and affirmative action. As a State of California Joint Powers Agency (JPA) founded prior to the enactment of California Public Contract Code Section 10115 ("it is the declared policy of the state to aid the interests of minority, women, and disabled veterans business enterprises"), CPS HR has been exempt from the requirements of section 10115. However, as a matter of CPS HR policy and practice, we voluntarily attempt to make extensive use of Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Service Disabled Veteran's Small Business (SDVB) owned and HUBZone Small Business Concern (HZBC) businesses. We feel a responsibility to promote the growth and health of these under-utilized business concerns.
All CPS HR departments and subcontractors shall take all necessary and reasonable steps in accordance with applicable regulations/laws to ensure that SDB, WOSB, SDVB and HZBC have the maximum opportunity to compete for and perform contracts.
