David Niemeyer brings an extensive experience in government services to the CPS HR Consulting Executive Recruitment team. Through his roles as Village Manager, City Manager, Village Administrator, and City Administrator/Assistant to the Mayor all in the state of Illinois. Human resources and senior executive recruitment are areas that he excels in and thoroughly enjoys. Mr. Niemeyer led recruitments for over 15 department head vacancies as well as numerous other management positions. This included preparing recruitment profiles and brochures, screening candidates and creating a list of top candidates for the elected officials, developing interview questions, managing assessment centers, conducting background checks, and negotiating employment offers. His most recent large recruitment was for the police chief of Tinley Park which included a day long assessment center. Additionally, he has worked in a variety of different communities in terms of wealth, demographic, political stability, culture and differing goals. A candidate that is successful in one community may not be successful in other, and so it is important that a recruiter understands the importance of candidate fit in an organization. Mr. Niemeyer’s experience in diverse communities will help in screening candidates that are a good match for an organization.

City of Carbondale
Stan Reno
The City of Carbondale has selected Stan Reno to assume the role of City Manager. Mr. Reno comes to the City previously serving as the Interim City Manager for the City of Carbondale. Mr. Reno has successfully bargained and ratified new bargaining agreements and overseeing the construction of the multi-modal building in downtown Carbondale. He will begin in his role on immediately.
Chief Sustainability Officer
City of Grand Rapids
Annabelle Wilkinson
City of Grand Rapids has selected Annabelle Wilkinson to assume the role of Chief Sustainability Officer. Ms. Wilkinson was previously serving as the Interim Chief Sustainability Officer for the City. As Interim Chief Sustainability Officer, Ms. Wilkinson has successfully secured over $720,000 in grant funding to launch an equity-focused climate initiative, led the development of a Climate Action and Adaptation Plan, and fostered transformative community relationships to embed equity and sustainability into city policies. She will begin in her role on January 20, 2025.
Housing Programs Manager
Housing Authority of the County of Alameda (HACA)
Julie Christiansen
Housing of the County of Alameda has selected Julie Christiansen to assume the role of Housing Programs Manager. Ms. Christiansen comes to the Authority previously serving as the Assistant Director Planning, Implementation & Compliance for Oakland Housing Authority. With 20 years of experience spanning affordable housing and project management, Ms. Christiansen has a proven track record of creating innovative programs for vulnerable populations, leading cross-functional teams, and driving compliance and cost improvements to support housing initiatives for over 18,000 families. She will begin in her role on December 23, 2024.
General Manager
South Placer Municipal Utility District
Eric Nielsen
South Placer Municipal Utility District has selected Eric Nielsen to assume the role of General Manager. Mr. Nielsen was previously serving as the Superintendent of the District. Mr. Nielsen has over 19 years of sewer and water engineering and operations experience and over 10 years of senior management experience. He will begin in his role on November 7.

Humberto Del Castillo
County of Yuma has selected Humberto Del Castillo to assume the role of Chief Financial Officer. Mr. Del Castillo comes to the County previously serving as the Finance Manager for City of Tucson. Mr. Del Castillo has over 15 years of experience in government management and business. He will begin in his role on October 21.
Housing Programs Director
Housing Authority of the County of Santa Cruz
Giselle Arreola Flores
Housing Authority of the County of Santa Cruz has selected Giselle Arreola Flores to assume the role of Housing Programs Director. Ms. Arreola Flores comes to the Authority previously serving as the Housing Programs Manager for Abode Services. Ms. Arreola Flores's experience in housing programs, including Rapid Rehousing, Permanent Supportive Housing and Voucher programs, spans over 8 years, 5 being in a supervisory capacity, during which she acquired a deep understanding of the complex challenges facing vulnerable populations. She will begin in her role on June 10, 2024.
