Mr. John Shockley comes to the District previously serving as the Vice President and department head for Municipal and Public Finance practice, Ohnstad Twichell. Mr. Shockley has been responsible for creating, negotiating and drafting the Joint Powers Agreement between five political subdivisions (located in two states) creating the entity, developing the innovative funding and financing program and making extensive public, private presentations and appearances to get the project from feasibility, through litigation, the regulatory approval process, contract negotiations, funding and financing. He will begin in his role on December 2, 2024.
