He is a former city manager and metropolitan planning organization director who brings his experience on the front lines of government service to assist public agencies in recruiting and retaining top talent. In his prior management roles, he worked with both internal departments and external state, local and federal agencies. His background includes municipal finance, court administration, transportation planning and transit management, grant administration, collective bargaining and general city management, as well as recruitment of a myriad of senior level roles. He is an active member of the International City/County Management Association (ICMA) and has served on multiple task forces for the profession’s development. East Bay Regional Park District has selected Robert Kennedy to assume the role of Chief of Maintenance and Skilled Trades. Mr. Kennedy comes to the District previously serving as the Interim Public Works Operations Manager, Sewer and Drainage for the City of Oakland and the Parks Manager for the City of Concord.
