Pamela Derby has over 25 years of experience in managing public relations and client services in both the public and private sector. Since joining CPS HR Executive Search in 2003, she has managed a wide range of recruitments for state, city, county and special district executives including city manager, assistant and deputy city manager, executive director, general manager, police chief, fire chief, community and economic development director, human resource director, finance director, public works director, registrar of voters, library director, and director of information technology in addition to specialized support positions. Prior to joining CPS HR Executive Search, Ms. Derby served as the Aide to the Yuba County Board of Supervisors serving as the Board’s liaison to County Department Heads, the community, and the media. Previous to her local government service, Ms. Derby served in the private sector and with several non-profit lobbying associations where she was responsible for the management of several large consumer groups.

Risk Manager
City of San Rafael, CA

Heather Davis

The City of San Rafael has selected Heather Davis to assume the role of Risk Manager. Ms. Davis comes to the City previously serving as the Risk Management Specialist for Port of Stockton. Ms. Davis has administered regulatory and safety programs, coordinated and conducted OSHA safety audits, processed workers’ compensation and liability claims, and conducted safety training, inspections, and investigations. She will begin in her role on April 16.

Christina Dunn

Contra Costa County Employees’ Retirement Association has selected Christina Dunn to assume the role of Deputy Clerk-Recorder. Ms. Dunn comes to the Association previously serving as the Deputy Chief Executive Officer for the Contra Costa County Employees’ Retirement Association. Ms. Dunn has managed or assisted in many organizational projects including the pension administration system upgrade, the retirement application process refinement, an office relocation, the establishment of CCCERA as an independent employer, the implementation of PEPRA, and the reorganization of the Retirement Services department and brings over 13 years of management experience. She will begin in her role on immediately.

Richard Scott

The City of San Jose has selected Richard Scott to assume the role of Assistant Director of Transportation. Mr. Scott comes to the City previously serving as the Deputy Director of Transportation for San Jose. Mr. Scott has led the 300-person Infrastructure Maintenance Division since 2018 and brings over 11 years of management experience. He will begin in his role immediately.

Veronica Tracy

City of Rocklin has selected Veronica Tracy to assume the role of Director of Parks and Recreation. Ms. Tracy comes to the City previously serving as the Recreation Manager for City of Norman. She will begin in her role on April 8.

Katherine Brown

The City of San Jose has selected Katherine Brown to assume the role of Assistant Director of Public Works. Ms. Brown comes to the City previously serving as the Interim Assistant Director of Public Works. Ms. Brown has developed a deep understanding of public works operations, budget management, and community engagement and brings over 8 years of management experience. She will begin in her role on January 16.

Joel Prather

San Francisco Public Utilities Commission (SFPUC) has selected Joel Prather to assume the role of Assistant General Manager, Wastewater Enterprise. Mr. Prather has been with SFPUC since 2011 and will begin in his new role on March 4, 2024.

Amy Herron

Ventura County Employees’ Retirement Association has selected Amy Herron to assume the role of Retirement Administrator. Ms. Herron comes to the Association previously serving as the Chief Operations Officer for the Ventura County Employees’ Retirement Association. Ms. Herron has a broad skillset in areas of governmental leadership, accounting, financial operations, and information technology and brings over 25 years of management experience. She will begin in her role on January 16.

Joshua Halversen

City of Tucson has selected Joshua Halversen to assume the role of City Court Director. Mr. Halversen comes to the City previously serving as the Chief Probation Officer/Superior Court Administrator for Graham County Superior Court and Probation. He will begin in his role on February 5.

Brian Girvan

Los Angeles County Metropolitan Transportation Authority (METRO) has selected Brian Girvan to assume the role of Executive Office, Customer Experience. Mr. Girvan comes to the County previously serving as the Director of Customer Success for GMV Syncromatics Inc. Mr. Girvan has developed expertise in emerging technologies designed to improve transit operations and brings over 15 years of management experience. He will begin in his role on March 25.
