Mr. Hilley comes to the City previously serving as the Acting Superintendent for the City of Oklahoma City. Mr. Hilley brings over 10 years of experience in supervising water and wastewater repair and maintenance activities and related utility operations. He will begin in his role on August 11.

Heather Davis

The City of San Rafael has selected Heather Davis to assume the role of Risk Manager. Ms. Davis comes to the City previously serving as the Risk Management Specialist for Port of Stockton. Ms. Davis has administered regulatory and safety programs, coordinated and conducted OSHA safety audits, processed workers’ compensation and liability claims, and conducted safety training, inspections, and investigations. She will begin in her role on April 16.

The County of Jefferson, CO has selected Jesica Antonucci to assume the role of Community Assistance Director. Ms. Antonucci comes to the County previously serving as the Assistance Payments Deputy Division Director for Weld County, Department of Human Services. Ms. Antonucci has overseen and established positive outcomes in the administration of programs and served as the primary county representative under the CBMS governance structure to improve outcomes in program delivery for all Coloradoans and brings over 17 years of management experience. She will begin in her role on April 15.

Mr. Alexander comes to the City previously serving as the Senior Vice President - Houston Housing Authority Operations for Austin, Texas. Mr. Alexander has provided strategic engagement and management of sensitive high-level political, policy, and community engagement projects for the CEO and Housing Authority Board and brings over 20 years of management experience. He will begin in his role on March 31.
