Dr. Karla Rhay, Ed.D.

Dr. Karla Rhay is a recognized leader in the public sector, pooling, and insurance community, with over 30 years of expertise in risk intelligence and child safety advocacy. She began her career in the private sector within Human Resources before transitioning to the public arena as a school administrator. Dr. Rhay served 15 years as the CEO of two large risk-sharing insurance pools, where she led a dedicated team of professionals to bring diverse perspectives, innovative solutions, and strategic change management to over 70 public entities. Dr. Rhay earned her Doctorate in Educational Leadership from the University of Southern California (USC). Her passion for protecting children has driven her to create training strategies focused on sexual misconduct awareness and prevention. Throughout her career, she has been deeply involved in risk prevention, strategic leadership, and staff development, serving on various boards, committees, and task forces. Her expertise has also made her a sought-after speaker at numerous industry conferences. Currently, Dr. Rhay is the Principal and Chief Strategist at The Karla Rhay Group (TKRG), where industry experts collaborate to deliver fresh perspectives and cost-effective solutions. TKRG is dedicated to assisting organizations with awareness training and focus studies on diversity, equity, and inclusion, as well as leadership and strategic consulting.
