Rachael is a seasoned HR professional with a diverse background in talent acquisition, employee development, benefits management, and HRIS implementation. She recently graduated with honors from Pepperdine University with a Master of Science in Human Resources. In recognition of her dedication to learning and love of Human Resources, Rachael graduated in the top 10% and received induction into Beta Gamma Sigma. During her studies, she dedicated much of her attention to attracting new talent to the public sector and multigenerational recruitment strategies. Rachael has experience recruiting for roles such as City Manager, Director of Public Works, Director of Human Resources, Executive Director, and other executive roles at the local, state, and special district levels. Before CPS HR Consulting, Rachael was an internal HR Business Partner for multiple county departments, supporting their talent management needs. Rachael’s dedication to enhancing organizational effectiveness through innovative HR practices and strategic talent management underscores her commitment to driving sustainable growth and employee satisfaction, along with her passion for continuing to attract the next generation of talent to the public sector.

Kendall Bonebrake
California Fair Political Practices Commission (FPPC) has selected Kendall Bonebrake to assume the role of Chief of Enforcement. Ms. Bonebrake comes to the Commission previously serving as the Assistant Chief Counsel at the California High-Speed Rail Authority, where she advised the board and executive leadership on matters related to state governance and ethics. Ms. Bonebrake brings extensive experience in both public service and private practice, as well as a deep commitment to ethical governance and strengthening public trust. She will begin in her role on July 22, 2025.
Director of Power Resources
Orange County Power Authority
Louis Ting
Orange County Power Authority has selected Louis Ting to assume the role of Director of Power Resources. Mr. Ting comes to the Authority previously serving as the Power Capital Projects and External Generation Director for Los Angeles Department of Water and Power. Mr. Ting is a seasoned electric and water utility executive, with a progression of experiences from Water infrastructure to Power planning, engineering, and project management positions to the broad span of roles and responsibilities at the manager and director levels. He will begin in his role on August 1, 2024.
