Oakland Housing Authority is seeking an Assistant Director of Finance. Reporting to the Director of Finance, the Assistant Director of Finance will provide oversight and direction for long-term financial planning, implementation, and business strategic analysis of the financial team. The Assistant Director shall conduct financial analysis, modeling, forecasting, and reporting efforts to ensure efficient financial operations. The Assistant Director of Finance will provide overall finance support and work closely with department heads to help formulate and refine the agency strategy and financial projections for the housing authority. Further, the Assistant Director shall provide direct administrative and analytical support to the Director of Finance and assist in the overall management of the Department. The Assistant Director may be required to attend evening meetings, manage special projects, and perform other related work as required.

This position is an exceptional opportunity for a systems-level thinker and a collaborative leader with a strong background in managing and directing staff, operations, and service levels. The ideal candidate will be experienced in assisting with developing goals, objectives, policies and procedures, and will be expected to make recommendations regarding the establishment of new policies to the Director of Finance. The ideal candidate will possess outstanding analytical skills. They must have excellent knowledge of financial management and administration principles and practices and Generally Accepted Accounting Principles. The Assistant Director needs to know how to engage with the Government Accounting Standards Board, apply Generally Accepted Auditing Standards, as well as Housing and Urban Development regulations. They must have strong communication skills at the individual, team, and organizational level, have strong consulting and collaboration sills, and apply effective project management, forecasting, budgeting, and planning techniques. The Assistant Director shall be exceptional at analyzing actuals against budget/forecast and the prior year’s budget. The Assistant Director is well versed in performing ad hoc analysis where required in order to assist in management decision making and should feel comfortable participating in and attending a variety of professional group, committee, and task force meetings. Finally, the Assistant Director will be expected to provide oversight of the financial systems including maintenance and upgrades of the financial and budget system to include identifying areas for technology adoption and streamlining.
