Solano County, CA is seeking an Information Technology Analyst Principal - Enterprise Data Manager!

The IT Analyst Principal – Enterprise Data Manager will lead the Data Warehouse development for Health and Social Services data sources using the Azure toolset. This position will manage the Data Management team and be a peer in the same division to the Enterprise Application & Analytics Manager. As an experienced IT manager, the IT Analyst Principal will participate in the development and implementation of goals, objectives, policies, and priorities related to information technology, and make recommendations that will result in implementation of policies and procedures. The IT Analyst Principal will oversee, coordinate, and participate in organizational, operational, and procedural analyses to determine information input, work processes, and desired output for potential and/or up-dated computerization for a large number of users in support of multi-departmental or county-wide applications. The IT Analyst Principal will recommend County-wide information technology standards, and evaluate and develop proposed standards for hardware, software and networks. The IT Analyst Principal will be responsible for selecting, training, motivating and evaluating IT personnel as well as monitoring the program budget.

The Enterprise Data Manager should be an individual energized by the potential to serve the Health and Social Services needs of Solano County with extensive experience in Data Governance, Master Data Management, and Data Warehousing, particularly with modern technology and cloud platforms. The ideal candidate will also have excellent communication skills and will be forward thinking, motivating, entrepreneurial, and comfortable working autonomously. They will form meaningful partnerships within the department and with stakeholders throughout the County. The ideal candidate embraces change and looks for opportunities for improvement. They enjoy examining data, visualizing, and creating a story, and can project practical applications for the data in multiple scenarios.

Solano is a strong proponent of industry best practice frameworks including DMBOK, PMBOK, BABOK, ITIL and SDLC. All leaders are required to communicate and execute strategy and work within these frameworks. Experience will be weighed heavily on candidates that embrace and are versed in these frameworks.

In addition, the ideal candidate will have advanced knowledge and demonstrated experience in the following:

  • Data Management platform with preferred emphasis on Azure Data Factory, Data Lake, Data Bricks, Synapse, and other Azure Data Management toolsets
  • Data Management experience with DAMA domains
  • Current generation Analytics platform with preferred emphasis on Power BI
  • Extensive experience and fluent in report writing, dashboard development, and machine learning
  • Customer Resource Management tools, including a public Portal, with preferred emphasis on Dynamics 365
  • Data Governance
  • Master Data Management
  • Data Management Body of Knowledge (DMBOK)
  • Project Management Body of Knowledge (PMBOK)
  • Kimball and/or Snowflake Methodology
  • Statistical Analysis Tools ( Python, R, and SAS)
  • Compliance and Regulatory Requirements related to health care (HIPAA, HITECH, 42CFR P2, CMIA, Privacy Act of 1974)
