James M. Apps

James Apps currently serves as a Legislative Testimony Trainer for CPS HR. He retired after having provided 36 years of service to the State of California, the last 28 of which were with the Department of Finance. He has had considerable experience in reviewing program proposals from state agencies for their cost effectiveness and recommending, as appropriate, either approval, modification or alternative means of accomplishing the desired program objectives. His extensive experience also includes providing testimony before legislative committees in supporting and defending those program proposals which were ultimately included in the Governor’s Budget.

Mr. Apps worked as a retired annuitant in the State Controller’s Office conducting training in Legislative Testimony courses for state executives and other staff with over 150 persons trained over a ten-year period. Also, he trained Finance staff in the features of SB 90, including their responsibility to identify and quantify the fiscal impact of legislation on local government in the analyses they prepared of such legislation. Mr. Apps testified before the Commission on State Mandate on claims from local entities for state reimbursement of state-mandated local costs and he trained other Finance staff in the preparation of such testimony.
