John Hiber

John Hiber is an accomplished finance professional with extensive knowledge and deep experience in government policy, finance, administration, and change management. His proven quantitative and analytical capability enables him to tackle complex challenges effectively. Over 25 years of executive experience, a trusted business partner with customer focus, and the ability to synthesize complex information into comprehensible formats. John’s experience includes managing large departments, overseeing budgets ranging from several hundred million to several billion dollars; developed policy recommendations for the Administration, State Treasurer, and State Controller; and successfully established and implemented financial systems, including robust internal controls for Covered California. His legislative expertise extends to approving bill analyses related to employee compensation, retirement, health care, state administration, and collective bargaining. He provides valuable guidance to departments on fiscal policies, accounting procedures, and statewide allocation of central service costs. John represents the State Treasurer on boards such as CalPERS, California State Teachers’ Retirement System, and the California Earthquake Authority.
