The IT Security Manager plays a dual role as both a hands-on expert and strategic leader responsible for proactively managing all aspects of infrastructure and data security across Solano County. With direct authority over countywide security standards, tools, and response protocols, this position leads a dedicated security team and provides guidance to all county departments. The IT Security Manager will oversee system-wide risk assessments, security audits, governance policies, disaster recovery planning, and incident response efforts. Reporting to the CIO and collaborating with peer IT Managers, this individual will shape policy, recommend security investments, and ensure cloud, endpoint, and network security protocols are current and effective. This role offers the opportunity to directly impact countywide operations while contributing to a culture of innovation and integrity.

Solano County is looking for a results-oriented and technically accomplished IT security leader to serve as its next IT Infrastructure and Operations Manager (IT Security Manager). The ideal candidate brings both strategic insight and hands-on experience managing the security needs of a complex, multi-departmental public-sector organization. This individual understands that security leadership goes beyond compliance, it’s about proactively identifying vulnerabilities, driving policy improvements, and ensuring the County’s systems and data remain resilient against evolving threats. They will be confident managing risk, leading high-stakes incident response efforts, and guiding the design and implementation of cybersecurity controls that protect cloud, on-premise, and hybrid environments.

In addition to strong technical expertise, the candidate will possess the leadership acumen necessary to guide a small team, collaborate with peer managers and executives, and support a culture of accountability, performance, and innovation. They will be comfortable preparing budget recommendations, advising on procurement decisions, and crafting policy improvements that strengthen the County’s security posture.
