Mr. Wynne comes to the City previously serving as the Director of Contract Operations Division for General Services Administration. Mr. Wynne is a transformational procurement executive with 23+ years of leadership experience overseeing strategic sourcing, contracting operations, and supplier engagement across public and federal sectors. He will begin in his role on September 8, 2025.

Brownsville Public Utilities Board has selected Claudia Lujan to assume the role of Director of Human Resources. Ms. Lujan comes to the Board previously serving as the Human Resources Director for Pinal County. She will begin in her role on July 14.
Denix Anbiah
City of Fresno has selected Denix Anbiah to assume the role of Capital Projects Director. Mr. Anbiah comes to the City previously serving as the Senior Project Manager, Strategic Delivery for CAHSRA. Mr. Anbiah has seven years of experience providing oversight for public works operations, capital programs, engineering, facilities, streets, sewer collection, water treatment and distribution. He has been responsible for the plan, design, construct, maintaining and operation of about 200 miles of water mains, 130 miles of storm drains, 190 miles of sewer mains and 190 miles of streets. He will begin in his role on June 30, 2025.
Jen Tetatzin
City of Tukwila has selected Jen Tetatzin to assume the role of Public Works Director. Ms. Tetatzin comes to the City previously working at NextGov Solutions by Tetatzin Enterprises LLC. Mrs. Jen Tetatzin has provided executive leadership, engineering oversight, and administration and has spent over 20 years leading public works, engineering, and construction management organizations supporting military bases and contingency operations. She will begin in her role on June 16, 2025.
Alex Laufer
City of Fort Worth has selected Alex Laufer to assume the role of Assistant Director of Finance/City Treasurer. Mr. Laufer was previously serving as the Debt Manager for the City. Mr. Laufer has led over 50 municipal debt transactions totaling $4.1 billion for the City of Fort Worth—one of the largest municipal debt portfolios in the nation. He will begin in his role on June 2, 2025.
Letitia Brown
The City of Fort Worth has selected Letitia Brown to assume the role of Assistant Director of Neighborhood Services. Ms. Brown comes to the City previously serving as the Division Manager for the City of Austin. Ms. Brown is a highly effective manager with a rich portfolio of measurable success in Housing and Community Development, and breadth of experience include twenty-nine years managing programs, twenty-five years in a leadership role managing, planning, and directing programs, client services, and construction. She will begin in her role on Monday, February 24, 2025.
Darren Suen
San Joaquin Area Flood Control Agency has selected Darren Suen to assume the role of Executive Director. Mr. Suen comes to the Agency previously serving as the Chief of Staff for CA Assembly. Mr. Suen has worked in the flood management profession since 2010 in a range of capacities that has afforded him a comprehensive experience of flood management in the Central Valley. He will begin in his role on January 1, 2025.

He will begin in his role immediately.

Utah Transit Authority has selected Ann Green-Barton to assume the role of Chief People Officer. Ms. Green-Barton was previously serving as the Director of Total Rewards for the Authority. Ms. Green-Barton has over 16 years of experience in diverse human resources environments. She will begin in her role immediately.
John Shockley
North Texas Municipal Water District has selected John Shockley to assume the role of General Counsel. Mr. John Shockley comes to the District previously serving as the Vice President and department head for Municipal and Public Finance practice, Ohnstad Twichell. Mr. Shockley has been responsible for creating, negotiating and drafting the Joint Powers Agreement between five political subdivisions (located in two states) creating the entity, developing the innovative funding and financing program and making extensive public, private presentations and appearances to get the project from feasibility, through litigation, the regulatory approval process, contract negotiations, funding and financing. He will begin in his role on December 2, 2024.

Utah Transit Authority has selected Brian Reeves to assume the role of Deputy Chief Finance Officer. Mr. Reeves comes to the Authority previously serving as the Financial Director for NGON Solutions. Mr. Reeves is an accomplished senior finance executive with extensive experience in advising senior management on financial strategies. He will begin in his role on August 19, 2024.
David Cortez
San Diego Association of Governments has selected David Cortez to assume the role of Director of Engineering and Construction. Mr. Cortez comes to the Agency previously serving as the Senior District Materials and Pavement Engineer for California Department of Transportation. Mr. Cortez is a goal-focused and results-driven professional with nearly 10 years of supervisory and 25 years of engineering expertise. He will begin in his role on August 6, 2024.
David Huebner
County of Santa Clara has selected David Huebner to assume the role of Director, Employee Services Agency. Mr. Huebner comes to the County previously serving as the Director/Head of Digital Innovation and Analytics for the City and County of San Francisco.
